The Ministry of New and Renewable Energy released a draft proposal for the Green Hydrogen Certification Scheme of India as it seeks to deepen its roots in the new energy space.

In the proposal issued on Wednesday, the ministry designated the Bureau of Energy Efficiency as the nodal authority for verifying and certifying green hydrogen projects in India.

The scheme’s objective is to outline the governance structure of certification and define the stakeholders’ roles in the accreditation process.

It will provide guidelines for calculating greenhouse gas emissions and establish a guarantee of origin procedure, ensuring transparency in the production of green hydrogen process.

The ministry will also appoint an accredited carbon verification agency to ascertain compliance and emission claims of green hydrogen producers annually.

The producers will also be required to register on a designated green hydrogen portal and provide necessary information as per measurement, reporting and verification framework.

“The GHCI shall operate at the project level of green hydrogen production,  encompassing all stages up to the compression and purification of hydrogen for transport,” said the ministry in the draft proposal seeking suggestions from stakeholders by Sept. 27.

Green hydrogen is crucial in achieving a net-zero world by 2050 as it can be used as a clean fuel for industries like steel, cement, and chemicals, which are difficult to decarbonize using traditional methods.

It can be stored and transported, making it a valuable tool for energy storage and balancing the supply and demand of the grid on a real-time basis.

Prime Minister Narendra Modi launched the Nation Green Hydrogen Mission on Jan. 4 with an outlay of ₹19,744 crore, aiming to make India a global hub for producing, using, and exporting GH2 and its derivatives.
